October is upon us. Here’s our preview of local events this month, from a pup-focused party to hauntingly fun Halloween events.
Dachtoberfest | Saturday, Oct. 5 | 9:30 a.m.-4 p.m. | Richmond Raceway Complex | $10+ | This celebration of all things dachshunds will include races, costume contests, raffles, vendors, and guest speakers.
2nd Street Festival | Saturday, Oct. 5-Sunday, Oct. 6 | Times vary | Historic Jackson Ward | Free entry | The free fest will fill the streets with live music, food, local artists, vendors, and kids activities, plus a headlining performance from Arrested Development.
Desirée Roots will close the festival with a set on Sunday.

Richmond Tattoo & Arts Convention | Friday, Oct. 18-Sunday, Oct. 20 | 3-6 p.m. | DoubleTree Midlothian | $25 | 150 international tattoo artists will come to the River City for this convention for all things ink.

Virginia Rep announced that it accomplished its goal of raising $600,000 by the end of September in order to avoid closing. Over 1,300 donors — 70% of them first-time contributors — helped to keep the theater company afloat as it faces a funding deficit.
Community
What do you want to see in the next 100 years of the Richmond Public Library? RPL is planning upgrades to its facilities and is asking for input via two surveys — one for current library users and another for future patrons.
Development
The parking lot next to the Starbucks on Robinson Street could turn into a three-story building with 14 apartments. Charlie Diradour of Lion’s Paw Development is planning the mixed-use project, which will need a special-use permit from the city. (Richmond BizSense)

The Permits and Inspections Counter on the first floor of City Hall is now closed. Richmonders can still submit permits using the online portal. If you’d like in-person assistance, contact the Dept. of Planning, Development, and Review.
Traffic
The city is a step closer to funding the Arthur Ashe Boulevard Bridge Replacement Project. Last week, the Governmental Operations Committee recommended that City Council approve legislation to enter a grant agreement with the US Dept. of Transportation.
Number
$6 million. That’s how much the Dept. of Defense is giving VCU to study long-term concussion symptoms. The four-year study will be co-led by professors in the School of Public Health and School of Medicine. (VCU News)

Luxury apartment community opens near future Diamond District

You may have noticedthat some lights are now on in the apartments across the Boulevard from the Diamond. NOVEL Scott’s Addition hosted a grand opening last week.
The seven-story development has 275 rental units including studios, one-bedroom, and two-bedroom apartments. Average rents range from $1,500 to $3,000 per month.
The team behind NOVEL is publicizing the community’s social atmosphere and amenities to attract potential residents. The complex includes a saltwater pool, record listening lounge, top-floor sky lounge, two courtyards, coworking spaces, a dog park, and a spa. It also has a “hidden cocktail club” as an homage to historic speakeasies in the area.
It’s the first local project for Crescent Communities, a Charlotte-based real estate investor and developer.
NOVEL is one of the first new apartment complexes to open near the future Diamond District neighborhood. Work is underway on CarMax Park just across Arthur Ashe Boulevard.
