New year, new plastic bag tax — five cents per bag, effective in Richmond as of last Thursday, Jan. 1. The tax applies to all bags provided by grocers, convenience stores, and pharmacies.
Each transaction follows a 4:1 ratio. The city receives four cents to fund environmental initiatives and the supply of reusable bags for SNAP + WIC recipients. The retailer keeps the remaining one cent.
